Toolkit 2 provides an object-oriented system to creating user-interface elements on web pages. It integrates with
PageRender 2 making it easy to use or integrated into other mechanisms of displaying content. Since Toolkit 2 ultimately just generates HTML and JavaScript, there is nothing it can do that custom HTML, CSS and JavaScript can't. However, it may make it easier to develop re-usable elements and the hierarchical nature of the toolkit can simplify building interfaces immensely. As always, use the right tool for the job and only use the toolkit where it makes sense to.
